Duties and Authorities

 

•    Planning and studying to develop the required spaces on the basis of the Comprehensive Plan of Educational Development of the university. This includes putting up buildings for educational, official and welfare purposes, etc. with the optimal quality in terms of architecture, structure and implementation in the minimum possible time considering the advantage and good of the university;
•    Supervising the studies of the Comprehensive Plan of the university;
•    Supervising the repair, maintenance and optimal utilization and operation of the available buildings and facilities;
•    Developing facilities so that all university buildings could be integrated in the main campus;
•    Setting goals and plans with the aim of attaining national standards in education, administration, welfare, etc.;
•    Selecting contractors and consultants for the projects approved by the laws and directives of the Vice-Chancellor for Strategic Planning and Supervision as well as by universities' and higher education institutions' transaction regulations;
•     Supervising the good implementation of the developmental projects of the university;
•    Gathering and completing the required information for the development and civil projects;
•    Offering proposal of the university's development budgets to be approved in the annual budget of the university;
•    Participating in the respective meetings and committees concerning the approval of various stages of the implementation of the development projects;
•      Organizing and holding the meetings of the Finance and Development Committee of the university which is responsible for the reviewing and financing the development projects based on the university's budgets. The committee is, furthermore, responsible for giving comments on the requests of faculties, as well as the Vice-Chancellor for Development for the repair, reconstruction, other development projects and the required budgets. The committee would also comment on the required budgets based on the centralized budget of the acquisition plan of the capital assets or other resources. This committee is convened in the presence of the Chancellor of the university, the financial director and the members of the Vice-Chancellor for Development and Civil Affairs;
•    Organizing and holding the meetings of the Technical Council of the University whose responsibility is to review and make decisions on the development projects or the related issues. This council is convened with the presence of the Chancellor of the university, the Vice-Chancellor for Development and Civil Affairs, the technical management and eight faculty members with specialties in civil engineering, electrical engineering, mechanical engineering and architecture.
•    Offering proposals to the Biding Committee of the university to organize bidding for development projects, maintenance of the facilities, maintenance and operation of the university's telephone centers, maintenance of elevators;
